‘This decision is by the decree of the watchers, And the sentence by the word of the holy ones, In order that the living may know That the Most High rules in the kingdom of men, Gives it to whomever He will, And sets over it the lowest of men.’ Daniel 4:17
From time immemorial, major prophets of God have existed during the reigns of tyrant kings. For example, God made Moses a god unto Pharaoh, even though he sent all manner of plagues upon Egypt, he neither touched the life of Pharaoh nor his authority as king. Elijah is another good example of a major prophet who lived during the reign of king Ahab and the terrible witch called Jezebel. Elijah shut the heavens in Israel for three and a half years, yet he neither removed Ahab from authority; in fact, he ran for his life when Jezebel threatened him. It is consistent in scripture that God used prophets to anoint kings into authority or to prophesy an end to their reigns; but none of the prophets of God ever selected, appointed or removed kings of their own will except by God’s instructions.

It seems controversial when the bible says that all authority is from God especially when the wicked rule over the righteous. In Jeremiah 27:6, God referred to king Nebuchadnezzar as his servant. Daniel lived during his reign and God used him to warn the king.
The wisdom of God cannot be questioned or challenged, in every move, He has an end in mind. Today, presidents of nations are equivalents of kings. There is a kingly anointing that follows every authority regardless of who is in power. God showed Elisha that Hazael was going to become a wicked king in 2 Kings 8:10-13. There are major prophets today who live in some of the most oppressive regimes. However, the King of Kings rules in the affairs of men. Whether He overturns a regime or not, all things work together for the good of those who love Him and are called according to His purpose.
